The Dormitory Authority of the State of New York (DASNY) is something of a misnomer. It manages construction of a lot more than dormitories throughout the state, and it sells bonds for a lot more projects than it manages. In 2003, DASNY was the third largest municipal bonding agency in the country, issuing financing for construction projects throughout the state. So the Authority is a long-time user of financial management software.
    But then, of course, it is still a construction project manager. At any given time, the Authority manages anywhere from 600 to 800 projects for state agencies and independent institutions. DASNY’s clients include the State and City Universities of New York (SUNY and CUNY); the New York City Health and Hospitals Corporation; and county governments and other non-profit education, health care and mental health organizations.
    Since 1998, the Authority’s project managers (PMs) have used a financial management system, JD Edwards (JDE), and electronic spreadsheets to manage the financial aspects of their projects.
